UFC advantages over the use of 37% formaldehyde
There are several problematic issues related to 37% formaldehyde solution usage as a raw material for the production of Glues and Resins:

37% formaldehyde solution offload and storage requires special precautions since this is an "hazard class II" product.

formaldehyde tends to settle inside tanks in the form of paraformaldhedyde that evaporates during steam heating or can cause serious problems with cleaning.

safety levels of many formaldehyde storage facilities does not conform to modern regurlations.

the "37% formaldehyde to resins" syntesis process is time consuming and is characterized by forming gasous emissions and waste water in considerable quatities during the syntesis process and process of panel board manufacturing.

Some problems arise also when switching over from 37% formaldehyde to shipped UFC:

UFC vendor-dependent company is bound to store extra UFC or to negotiate with severa vendors at once with the purpouse to avoid idle time when short of supplies.

Market grade UFC 85, supplied by wholesale vendors, is manufactured on such an equipment and by such a process that it is difficult to ensure constant molar ratio of the finished product. Different vendors supplies a varaiety of UFC, with sligthly different non volatile content, buffer capacity, hydrogen potential. All that results in the necessity to vary resin making process every time changing syntesis mode, adjusting it every time to the new raw materials.

UFC storage cost increase. During winter, constant UFC storage tanks heating is necessary, also, one needs winter shelter. It must be taken into accont that UFC heating is done by hot water and not steam. That requires additional equipment even when steam is available.
